• • Most PPIUs purchase tickets through wholesalers, consolidators, ticket agents, or third parties, not directly from airlines.
• • Third-party ticket purchasing creates risk of delayed or incomplete airline information during emergencies.
• • First mitigation step: data collection on affected members and pilgrims, including PPIUs, flights, locations, and problems.
• • Second mitigation step: special communication channel for Tour Leaders accompanying pilgrims.
• • Third mitigation step: intensive communication with Indonesian Ministry of Hajj and Umrah, Ministry of Transportation, airlines, and stakeholders.
